Tom Brown was defeated at the December 2004 Peoples Party caucus by Orville Barber
thus removing from the council one of the “chosen ones”
This did not go over well at all so the caucus system was replaced with the primary system
which they thought would help keep outsiders out.
Prior to this no national level party (Democrat or Republican) had ever held a Caucus for
city elections, the removal of the caucus system opened the way for anyone to run as a
Democrat or Republican.

"Motion was made by Bloomberg, seconded by Denoyer, made motion to adopt
Ordinance No. 05-08 entitled “An Ordinance Providing That Political Parties Shall Nominate
Candidates for Municipal Offices in the City of Newton, Jasper County Illinois.”
Ayes: Hickox, Denoyer, Brown, Bloomberg, Bolander, Brooks,
Nays: Reisner, Hanson"
